NAPEF Awards 2017 Dues Scholarships


NAPEF is proud to announce four scholarships have been awarded for 2017. 


Alice Ragona Student Dues Scholarship: 

Awarded to Cody McCain, PRP.  Cody is a member of the Nebraska State Association of Parliamentarians and serves as Webmaster and was the Parliamentarian in 2016-2017. Cody became a PRP in 2016.  He attends the University of Nebraska and is an honors student. Cody plans to work with youth organizations to present workshops on parliamentary procedure.  

"Receiving this scholarship allows for me to continue to grow in my knowledge and experience as a parliamentarian. What I learn at unit meetings and conferences, I use to educate youth in high school organizations, in hopes to encourage youth to deepen their knowledge and understanding of parliamentary procedure."


Alice Levis, RP is a member of the Nebraska State Association of Parliamentarians, and now lives in North Carolina.  She is employed with Bayer CropScience. Alice served on the 2017 NAP Convention Signs and Posters Committee, and has served on the Nebraska board of directors and publicity committee as well as a judge at an FBLA conference. Alice hopes to become more involved in NAP and continue her judging and presenting workshops. 

"I have been involved in NAP for about 13 years. I started in high school by competing in parliamentary procedure team events with the Future Business Leaders of America (FBLA).  I’ve given presentations on parliamentary procedure to diverse groups from students to city councils to square dancers. I served as a judge for the FBLA national parliamentary procedure team events. My focus is on effective meeting management and helping with bylaws for non-government groups—a need that I have witnessed first-hand. In sum, involvement with NAP has given me abundant opportunity to develop myself and to assist others."

Juanling Ma, RP is a member of the China Association of Parliamentarians.  She is also a member of the Chinese Online Special Study Group, serving as secretary, curriculum director, and examination director. She maintains her own website with instructional videos on parliamentary procedure. She actively works to encourage others to join in the study of parliamentary procedure and to be members of NAP through coaching. She wants to organize RP workshops for members who want to earn their credential. 

"I am very glad to be rewarded a Young Professional Dues Scholarship for 2017.   Meeting in China is always chaotic because we don't have appropriate rules in meetings. When I started to learn the parliamentary procedure in 2013, I realized the importance of the rules for meetings. So I joined NAP in 2014 and then was first credentialed in 2016 once the Chinese credentialing was available. To benefit more people in China, I have been devoted to the public education and the online parliamentary procedure training for about two years. I just started another project that reports the recent events or progress in both NAP and China, by working together with other interested NAP members. (please check the below link). The next year I will continue on my efforts in making more and more people know about the powerful rules and joining the NAP for their further study."  

Pengfei Wen is a member of the China Association of Parliamentarians. He has organized a support group for studying Robert's Rules of Order Newly Revised as well as writing articles about parliamentary procedure. In addition he built an online community with five online study groups. He serves this community as the president. He plans to continue his study and continue recruiting and training new members of NAP through the study groups and through the articles he writes.  


Youth Representatives to NAP Biennial Convention

Maddie Comer: Thank you for all the time and effort you put into letting me attend the NAP Conference in September. I had an amazing time and made many unforgettable memories. One of my favorite moments was when I received my results from the membership test telling me I passed. I look forward to continue my participation in NAP and maybe even one day becoming a registered parliamentarian. "It was a great honor to attend the National Association of Parliamentarians Convention. I met so many wonderful people and learned a wealth of knowledge about Parliamentary Procedure and Roberts Rules.  With the help and encouragement of NAP members, I took the membership test and passed! One of the members was so generous that he paid for my membership dues for the year.  I bought a new edition of Robert’s Rules and a study booklet to help me prepare to take the Registered Parliamentarians Test to help me achieve my goal of becoming a Professional Parliamentarian. I had a wonderful time at the NAP Convention and I hope I will be able to attend next year as well. This Convention deepened my understanding and love for Parliamentary Procedure.  I am so thankful for this opportunity that I had and cannot thank you enough for your hospitality and generosity. I hope future SkillsUSA National Parliamentarians will have this same opportunity that I was given, Thank You.  

All Grants awarded in 2017

  • $519.62 to the Hawaii State Association of Parliamentarians for a presiding workshop
  • $8,850 to the credentialing commission
  • $50 per participant up to $1000 to the Young Professionals group
  • $4,000 for the student interns to attend the NAP convention
  • $50 per person up to a maximum of $1500 for Youth Day 2017. 

With your help, the NAPEF will be able to continue to support NAP's work to develop outstanding education programs and products, encourage youth to learn and apply parliamentary procedure, and assist young professionals in continuing their study and application of parliamentary procedure.
